Matrix Wallpaper

tutorial here:
Make a new document, doesnt matter what size, use a white background.
Go to Filter> Texture> Grain
set the intensity to 100 and the contrast to 100.
change the grain type to vertical
click ok
go to Filter> Artistic> Neon Glow
set the glow size to 5
set the glow brightness to 20
and set the glow colour to whatever you want it to be, green looks authentic to the movie.
click ok
go to Filter> Stylize> Glowing Edges
set the Edge width to 1
set the edge brightness to 7
set the smoothness to 1

and you are done ^^
